University of Zadar is a new public sphere in the city positioning itself on the previous military camp.

Established among the first European universities in 1396, yet being the youngest in Croatia, Zadar University seeks new models and brands for its development.

Zadar is geographically situated in the middle of the Adriatic coast. It has the historical heritage dating from the Roman times up until now. The population of 72.718 makes Zadar the 5th town in Croatia. The majority of the public functions are on the peninsula, so is the existing University. The city aspire new urban and economical development. Voids and brown-fields created by the abandoned military camps and industries are available at the real estate market.They are mostly idle and vacant spots. Under the upcoming global pressures of the capital and local need for the future city expansion, University of Zadar has been given the unique opportunity to move all facilities to the site of the previous military camp Franko Lisica. The area is positioned in the public horseshoe designed by the Italian architectural studio gruppo Cliostraat as the competition proposal for European 4 in 1996.

Hypothesis

New mediterranean university in Zadar springs up from the models and brands of the new urban and economic development.

In “Settings for Zadar University development, adopted by Zadar University Senate, for period 2006-2010, concept for development of the “New Campus” was suggested. The development was divided in three phases. In the first phase it is planned to dislocate 3 university departments situated at Zadar peninsula, and to develop 5 departments, everything in the third zone. It is also possible in this phase to start dislocationg university and scientific library in the third zone of the “New University” site. The project documentation for sport facility on the site area, and part of required aite infrastucture will also be realized in the first phase of the development.

Study for the Detailed urban plan for the University campus parcel in Zadar

Throughout the series of presentations and working meetings the conceptual plan was transformed in accordance with the “Settings for Zadar University development “into the strategy that anticipates flexible planning in a relation to the program uncertainties. Strategic vision was presented to a mayor of the city of Zadar who accepted the proposal by Cie like a basis for a detailed urban plan development.

The plan provides maximal flexibility on the use of space anticipating the time span needed for the plan implementation (2030):
- developed in accordance with the “Settings for Zadar University
  development”
- improves space indexes of existing master plan
- existing program of schools and faculties distributed along the parcel
- city park 3.5 ha
- added programes: theater, cultural-congress centre, hotel, technological
  park
- realized 190.336 m2
- flexible planning in a relation to the program uncertainties
