The basis of the new identity follows the historical prerequisites of coal mining. Synthetic identity of Underground city can be created through: recycling the existing elements of industrial heritage, combining the existing elements with new structures and innovative programs, introducing elements of similar esthetic qualities.

New cultural practices
Labin can become a city of culture, with great potential in the field of contemporary cultural practice, new technologies and education in culture. Existing initiatives, recent cultural activities and city’s position in cultural networks render this potential apparent.

Inclusive tourism
‘Inclusive tourism’ is based upon collective qualities of its programs. Thus, it can only be fully experienced within a group, including intense social interaction with social, built and natural environment.
