Locations chosen in the Northern, Middle and South Adriatic represent critical sites where the problems addressed by the project are embodied. Generally, the sites could be divided in two groups. First group deals with industrial complexes located at the coast that occupy potentially attractive tourist areas. In most of the situations, the local community has a vision of its development, unanimously voting against further industrial activity. Existence of industry hampers both environmental quality of the place as well as quality of life and at the same time prevents the development of tourism and social services. Problems are represented through the conflict situations in three locations in a Split-Dalmatian County, Rijeka County and Istrian County:
Location 1
Labin – coal mine area and its over ground and under ground infrastructure: Municipality supports the idea of the prequalification of abandoned coal mine area initiated by the local non governmental organisation
Location 2
Omišalj – landscape reconstruction: for the years the Municipality actively but without significant results tends to suspend the excavation activities
Location 5
Dugi Rat – reconstruction of the heavy polluted industrial complex: the results ofa ublic referendum show that citizens (87% of them) vote for the reconstruction and reprogramming of the factory for the carbon production whilst state company for the electricity production and distribution tends to restart the production.
The second group of locations is marked by the development of conditions for the enhancement of the social activity and additional education of citizens. On locations in a Split-Dalmatian County, Zadar County and Primorska-Rijeka county, the project opens opportunities to revitalize cultural and historical resources introducing public programmes appropriate for urban spaces that literally and symbolically provide cultural foundations:

Zadar – reconstruction of a military camp: reprogramming and reconstruction designed to accommodate educational facilities and public services
Location 6
Starigrad – civic centre: reprogramming and reconstruction that would influence the capacity building of local community and non-governmental organisations through the accommodation of many different associations present in a city as well as improvement of the waterfront of the city of Stari Grad
Location 7
Dubrovnik - reconstruction of the Old Hospital complex: reprogramming and reconstruction aimed to influence the quality of public life for the citizens through the creation of new public spaces and educational facilities
During the inception period of the project, at the seven chosen locations representing critical conditions at the coast, a coordination team met with representatives of local communities – representatives of local self-governments and non governmental organisations active at the site.
Although through these contacts alone it is not possible to build a comprehensive picture of the situation in all the cities and towns at the coast, the following observations are intended as a starting point rather than making any definitive conclusions.
