Voz and Peskera bays are situated within the Municipality of Omišalj, at the island Krk, where the continuous process of excavation for the last twenty years presents a serious threat for the state of the environment. The area of the Municipality of Omišalj, located on the northwestern part of the island of Krk, is the first "point of entry" to the island of Krk and other Kvarner islands after crossing the Krk Bridge that connects the mainland to the island. Because of its geographical position, the Municipality of Omišalj is part of the Rijeka industrial basin where large industrial and infrastructural objects are located such as: the petrochemical complex DINA; JANAF - oil terminal and pipeline; international airport Rijeka; the Bridge, etc.

The two bays that present a location within a project were in the ownership of the (the Shipyard "3. Maj" from Rijeka) that commenced constructing a shipyard, but the project was abandoned in the late 1980's. However, the firm that did the excavation works still continues to exploit the area. For years, the Municipality of Omišalj undertakes a range of activities aimed to protect and control the use of its area and direct the development of the site into the touristic-recreational-nautical location, as foreseen by the Spatial Development Plan.

Despite all the efforts and regulations followed in the form of legally obliged spatial plans Municipality failed to implement efficient solutions to covert the location of two bays into the area foreseen by the Urban Plan in a direction that would be only satisfactory solution for the citizens of Omišalj - to stop excavation activity.

The situation presents a paradigmatic example of the location where conflict situation call for the involvement of several parties in finding a realistic solution that would solve environmental problems and at the same time enhance socio-economic development. For that reason, locations of Voz and Peskera bays are taken as a "lighthouse" within a project.

At the first glance, it looks like the simplest task: get rid of the quarry (nonexistent according to the territorial plans, but still operating legally for the new shipyard) and turn the location into a place for public events, fun and leisure for the wider region. However, the task requires very careful landscaping that would make the landscape “better and nicer” than the surrounding nature. The location should test the possibilities of landscape planning as a new discipline. Activating the airport and defining the radius of program interest on location will be crucial for the character of the project. The project could also provide an inventive financial model for location development.
